full to the bottom. Even a "bottoming tap" has some lead to it, and will not create a perfect thread all the way to the bottom. Same with the thread chaser. If you hand tighten a stud, it will stop when the stud threads begin to engage the imperfect threads in the bottom of the hole. By backing it out (how far? that's a matter of opinion and experience, hence the different opinions), you are sure that you are back into perfect threads. ... It would be possible to create a perfect thread almost to the bottom, and if the stud had a large enough chamfer on it, then it's possible the stud would bottom out before the meeting imperfect threads, but I wouldn't count on it unless I had done the threading myself or did some serious measuring first.
